persistent water leak at gas pedal

It appears to be coming in from the blower/vent area. I have cleaned the elephant trunk on the passenger side. When i pull the cover on the fire wall for the blower/vent assembly, i can see the water enter the car from this area. I can pour some water into the vent where the wiper is on the driver's side and i can watch it go across the firewall toward the elephant trunk, but some seems to spill into the car in the blower area. So......what the heck do i do? Is there a gasket that goes here? Any ideas?
