Failed Idle HC Emissions

so here is the scoop- a '95 m3 with 132,000 miles bone stock.

i'm getting a headache from this thing. I replaced the o2 sensor due to it responding very slowly. this cut the idle HC in half to about 267, but i still need to get under 130.
it seems that there is a slight miss at idle. the car has fresh ngk plugs from bmw, and generally runs great.

the only thing i have left to chase down is the camshaft position sensor, which i am getting a fault code for. first, i thought the failure mode for this sensor would keep the car from running, but it does run. looking at the manual, it seems like this is a hall sensor, so there's not an easy way to test it (no simple resistance check as you can do for a crank sensor, i'd rather fork out the $90 for a sensor than drag the scope out to read the output of the sensor). i'm going to pull it and clean it tonight in case sludge has accumulated on it, before i order one.

here's the question:
does anyone have any experience where this sensor would
cause a miss at idle?

i tried talking with the local self proclaimed bmw guru but had to walk away because he was such a prick.

here's the next question, do these authorized bmw mechanics have some diagnostic setup that reads the computer in further detail than just spitting out codes? this is an obd1 car, not obd2.

any advice/experience would be appreciated.
