BMW Roundel noisy tappet .316i E36 1992

I had bought a used 316 with 84,000 miles.
it had a very noisy tappet especially when start on cold.(flappy,knocking sound)
I replaced a full cam kit (M40) ,but the noise still there.another thing is the build up of the speed is very poor (comparing to my previous E30 86).
also after a short distance driving and stopping the engine ,switching on again takes a long time ...i have changed the spark plugs but still is the same
oil level is OK i check it weekly,but don't know what it is up to
if anybody has an idea or advice it would be helpful

Did you replace the cam followers/lifters aswell? Guess so, you say full cam kit.

yes ..lifters hydrolic followers,oilpump.2 tensioners and of course the cam belt
changed the oil and oil filter
what shall i do next??

i am thinking seriously in changing the engine..but i am afraid that the noise will persist!!!
