Chime Module
 

Putting the instrument panel back together and I find another (go figure) strange wire. This wire appears to connect to the back of the chime modelue, but when I plug it in and turn on the key (before I connect seat belt) I get a sick duck sound. Does this wire need to be connected and if so where?

It's kind of hard to diagnose without more information. For instance, what car is this exactly? Digital pictures would help, too, to show the context and color.
