Unhappy E36 HVAC blower woes

Every time I think I've got my car figured out, it confuses me more.

1997 328i, 191k miles.

Some history: I replaced the final stage last year when the blower locked on 'high.' It's worked fine since. To be sure, I had a friend check the climate control computer - it had been fixed previously, but he checked and filled in the solder joints to be sure.

My blower stopped working last week.

I thought it was the blower itself, so got a used one off of ebay for $50. I haven't put it in yet and I'm thinking I won't have to.

Well, Tuesday it miraculously started working again. This morning it stopped working again. At this point I swapped the defrost and blower relays, and it worked again immediately afterward.

Then it stopped working again.

I don't think it's the blower, because it works fine when it's on. No funny noises or anything. I don't think it's the resistor because I just replaced it last year with a Behr-brand unit (that was made in China, it was half the cost of the 'OEM' one...). I don't think it's the relay anymore because it stopped working with a different relay.

Do I have an intermittent short somewhere, or a bad ground or something? It looks like the blower grounds through the final stage unit, so I don't really know how to check it. Any advice?

Here is a picture of the FSU before I put it in:

I have discovered something very interesting. If I touch one end of the blower fuse with my multimeter, the blower comes to life. Pretty consistently so far, too.

I'm thinking a loose connection below the fuse box?

Is pulling the fuse box out as simple as disconnecting the battery and removing some torx screws on top of the fuse box?

What I'm confused about is that I don't even put any pressure on the fuse really. I just touch the metal part of the fuse with my prong (not even touching the ground prong of my multimeter to anything). Also, the blower doesn't turn off when I hit a big bump or anything, at least not that I've noticed.

Have you changed the fuse?
I'm not being a smart a, but you didn't mention it.
I have replaced my motor and FSR, my motor would work intermitantly at all speeds, it was the motor brushes loosing contact with the attenuator on the motor armature. You can fabricate a fused jumper that will plug into the fuse panel and will allow you to clamp a amp probe in the line at the fuse panel.
