Question hesitation at low rpms

I've got a '93 318i with a little less then 130k on it.

I have been getting hesitation on the engine when I start up and as it is idling at low rpm. It is worse when the engine is cold and it gets better, but is still there, when the car warms up a bit.

I have done the OBD test and all I get is the code for the O2 sensor as the primary problem. I changed the O2 sensor and the problem the is still there. Also the OBD still says the O2 sensor is the problem (even after I tried to reset the system).

My guess is that there is something wrong with the fuel injection system because the car is running rich, also everything seems to work fine at higher rpms.

I have to change the fuel filter still, but I am not sure that that will solve the problem.

does anyone else have any suggestions on how to solve this problem?

BMW Roundel hesitation eh?

Sounds like there may be a leak on the intake, on the engine side of the airflow meter the oxygen sensor will see the engine running lean and try to compensate with more fuel. the other thing i have seen is a sticky idle speed control valve mounted below the inlet manifold it gets gunked up take it off and clean with GT85 or WD40.
The 3rd possibility could be the throttle position switch need setting or cleaning.
