Throttle cable adjustment ICV issues

I have a e36 M50 1995 BMW 325iS. I am looking for a guide on how to adjust the throttle cables. I have done some work lately which required removal of the throttle body. Once I put the car back together and started it the engine revs really high to around 3000rpm then drops down to 1,200 and fluctuates between 1,200rpm and 2,000rpm. A friend of mine thinks my Idle control valve is bad. I believe the two cables are not adjusted properly possibly even worn/stretched out.

Also is there a way to tell if the Idle control valve isn't working besides an OBD-1. It's a $300 part and I'd rather not replace it.

Either way I cannot drive the car like it is and am looking for any tips! This is my first post so if more info is needed let me know.

Also if anyone can point me in the right direction to buy/rent an OBD-1 so i can get to the bottom of any issues.
