1990 325iX, 241k, newer cat.

Could a bad coolant temp sensor cause my car to fail emissions? HC 706 CO 0.45 @ 773 RPMs

Work done so far: valve adjustment and new valve cover gasket, new fpr old one leaked, wires, cap, plugs, rotor.

Could the O2 sensor cause this?

Please help.
