E30 M42 1991 318iC rough idle

I have a rough idle only when restarting a hot engine. Engine doesn't stall but will not take gas. If I let it idle for 1-2 minutes it will take the gas. Or I can shut off and immediately restart and it is perfect.
Starts perfectly/idles when cold and good after a second restart when hot...weird.

I have a code 1222: rich fuel mixture

Things tried (replaced):
engine temp sensor
O2 sensor
new plugs and wires
air filter
gas filter
check throttle position sensor resistance OK
checked ignitor coil resistance OK

Other (related?) problem: tachometer is sometimes herky jerky in accurate.
Where is the speed sensor, can it be tested? Does t5his report to the DME?
