i've broken a few in the past, trying to do it that way. some actually do go on ok. the pump is pushed/pryed over to the left all the way? take off one of the gears, hang the belt over it, and put the gear back on the shaft. when properly tensioned, the belt should not be tight. you should be able to twist the belt with minor effort, about 90, in the middle, between the gears.
