Took the horn buttons apart and found the problem - I was scammed and sold a fake button. The two pronged button was not made by Nardi, the manufacturer was someone named 'Jet'. (The single pronged button that came with the wheel was stamped 'Nardi).

More importantly, the metal Porsche crest on the front was stuck on the front with masking tape. The reason why it would not work is because the diameter of the crest piece was too large. The edge was catching the rim of the surrounding button and not allowing the button to compress completely. I figured this out when I removed the taped on crest and the button worked fine. If the vendor does not make things right my fix will be to glue some washers on the back of the crest so that the button will be able to compress completely before the edge catches.
