It sounds as though it is running too cool to me. I would suspect a faulty temp sender unit. To check to see if the gauge is o/k remove the wire from the temp sender in the engine bay and ground it with the ignition on. The needle on the gauge should move all the way to the hot position and when you remove it it should move to below cold. If it does it is o/k and rules out the gauge and wiring as being suspect which leaves the temp sender that is faulty. It would be unlikely that the thermostats that are giving you problems.
