They have been changing the rules for the certificates over the last few years. Supposedly they were concerned that an unscrupulous owner could forge the numbers onto a motor or gearbox to make it appear that a car had matching numbers, when it really didn't.
I think there was a brief time where you requested the COA and provided your engine and gearbox numbers, and they told you if they were correct.
Now you have to take the car to a dealer for an inspection before they will verify the matching numbers, and it costs $400-$500.
