Is the tear accessible from underneath when the top is released from the hooks and clips ... and ready to fold? If so, I would recommend glueing a patch underneath of at least 4" x 4" dimensions [6" x 6" or larger would be preferable] of similar-weight vinyl with 3M Weatherstripping Cement #8011 -- the black kind, not the yellow! Let the cement set for at least four hours with the frame in the relaxed state ... with all bubbles or wrinkles worked out and without tension on the material. You will know the patch is successful if when fully tensioned, the tear doesn't try to spread open or open up ... and if it doesn't lengthen after a week's exposure to the elements in normal use!
