Your contact between the fuse connectors and the fuse holder connectors have too much resistance due to corrosion, loose fit, etc. What is happening is you have turned the fuse into a mini toaster oven that gets hot enough to melt the plastic before it gets even hotter and melts the metal. Just think of it like your cigar lighter.

Hard to believe the first time you run into this but that is what is happening. I saw an inline fuse melt the plastic and burn the rubber holder up before it finally got hot enough to blow the metal fuse filament.
