The heater lever between the seats opens up the flapper valves as you pull back on the lever. When it gets all the way open, an electrical switch at the base of the lever closes and grounds the wire going to it. That triggers the heater blower relay in the engine bay (if the key is in the "run" or "start" positions) and the blower comes on.

When the blower is not running, the engine cooling fan is pushing air into the heat exchangers. This air is always going through them; if you leave the red lever all the way down the warmed-up air gets dumped out right at the flapper valves.
