You ae correct in how it works and you want to shorten the rod to "reduce" toe. Remember, as you do, your steering wheel will move from center unless you do the same amount on each side. This would be a good time to correct a wheel that is not centered, We are not talking much movement.

AFA which way, i can't remember, but it should be obvious once you loosen the jamb nut(s). (Turbo tie rods have only one nut.)

On the stock rods, make sure the rod end in the steering arm is left in a centered position with the wheels straight or it may bind when the wheels are turned.

I think you can see a couple more reasons why Turbo rods are better beyond the fact that they have no rubber joint.
