I do have a shop here that is doing the final assembly/inspection. Actually, turns out they are the distributors for the Borg turbos in Canada. Most of the turbo rebuild is a DIY shop, but I agree that the final verification and balancing of assembly is not.
Being in Canada drives prices up astronomically for sending equipment back and forth.
