I disassembled the rear pump today and discovered the problem. The armature was turning but the pump was not. This explains why it was so quiet, it wasn't doing anything but humming. The armature shaft was frozen in the bearing and the armature winding broke loose and was rotating on the stationary shaft. That's probably too much information, but I just had to know. Time to buy more parts - again. I'm sure the wife will understand.
