Like Randy said, this kind of legislation can and does easily extend to other areas - such as our road courses we use for DEs and track days. I was fairly active in helping a local track with some initial problems they encountered. The negative momentum was astounding in it's ferocity.

A nearby track is having a hell of a time improving noise levels by reconfiguring drag strip layouts, installing fences, and improving facilities.
The genius local homeowners - whose houses were ALL built after the track was built in the late 1950s, and who are "backed" by overzealous bureaucrats - decide that "no change" is better than any possible improvements.

Once momentum is gained in one area......a group can be screwed by the snowballing BS that ensues, and quite frankly engulfs the enthusiasts. NIMBY is typically a reply borne by reaction instead of learning what the hell a project truly ensues.

He needs to get in a car and work his ass off for an entire trackday, then let's see how chipper and passive he feels at 4:00 pm...
