Don't shift that low. The owners manual for my '88 listed minimum shift points, which were about 2500 rpm. Since those were minimum shift points, I'd recommend never shifting lower than that.

You could get up to 3000 rpm if you accel a bit slower. Just don't go to 4500 if you are looking for fuel economy.
