Clamp the bumper on using vice grip style body clamps. You can then make suptle adjustments and re-clamp. When it is perfect you drill the holes, put the bolts in, then release the clamps. Use large fender washers and self locking nuts with the nylon on the threaded portion so they won't come out. Lock washers rust and can tear up the fiberglass.
