Good troubleshooting, opening the wastegate was a great idea. I think that it may no be a solution, but knowing the problem is the turbo is a positive thing, considering other options. I would love to see more pictures of your install you seem to have so much space down there. I would try to install a sump and a scavenge pump but I can't seem to get a good drain angle out of the turbo without hitting the exhaust. Your turbo seems very high in the car giving some more space.
