Unless you live in California this is a non issue. 15 years ago was a different story. If you live in California you will have to change the fuel head, exhaust and many other silly things like a the AIR pump. This would be cost prohibitive 99.99% of the time unless your talking about a car with 15 k or less miles and in absolutely mint shape. I think you'd hard pressed to make a healthy grey market turbo pass California emissions for less than 6 k in work.
