For 1978/9 the CIS fuel head and injectors are the same. The part number for the Euro WUR ends in 112. Those are the major components, the rest being smog related additions.
The distributors had different timing curves with the Euro being more aggresive than the US. The timing was set differently as well.

It would be easy to switch yours to Euro components. Strip off the smog crap, swap out the dizzy and WUR, and be done with it. If you make your WUR adjustable you don't need to swap it out.
