Forgive the dumb question, but is the fuel head the top part of the intake that houses the flapper and has all the semi loose screws with the springs on them ... and the metering plate is underneath, or am I way off track?

I just asked because I always wondered if those screws were supposed to all be loose and if so, how loose?
