It may be ignition timing now but I don't know if it was originally.
You stated that this engine has always been sluggish, even when stock(ish). Your current EFI/Ignition issue couldn't have been the problem when the engine had a CIS and a distributor.
You will likely never know what the problem was, only what it now may be or is. Your perserverance of the problem is only outweighed by your willingness to throw money at it, ha! It's a common affliction.
You'll have a wicked fast car soon.
