It is a steady progression from ~20psi - ~50psi dependant upon temperature.
The time it takes is also dependant upon temperature. The colder the ambient temperature the longer it takes to climb.
You say you experience a jumpy progression. That is not typical. It could be that you have a sticky gage or an air bubble.
Cold start quality is solely dependant upon the fuel pressure and the cold start valve. I think you have eleminated the CSV as an issue.
Check the chart against your pressure and temperature. It needs to be spot on in the middle of the range to give you best results. I have found that even when all parameters are within spec the system will not run optimally until all are near the middle of spec. I believe that phenomenon is due to component age. Precision is required due to reduced tolerances from wear and age.
Once the car starts cold the AAR and mixture adjustment become important.
