They design in understeer intentionally since it is inherently safer.
I think thye really stepped this up after the late 70's when they got hammered by tons of lawsuits when the turbo 930 just came out and lots of people were getting killed. This might explain the increase in front bar size after 1984.
All car manufacturers follow this policy.....though I think the 911 inherently suffers from low speed understeer no matter what you do.
