What it does is borrow positive pressure from the intake plenum and apply some of that positive pressure to the normally-vented-to-atmosphere port and its isolation diaphragm in the wastegate. The diaphragm acts on the wastegate's boost spring to prevent it from opening at its nominal/normal pressure. The higher the pressure on the normally vented diaphragm is, the higher the boost pressure needed open the wastegate.
Bottom line - more diaphragm pressure, more boost, more compression, more fuel, bigger bang when something lets go.
