I figured it out. Work the math backwards:

HP = (Tq)(rpm)/5252
354h = (516)x/5252
x = (354)(5252)/516
x = 3600rpm

Therefore if you were to sustain 500 ft/lb of torque at 6500rpm:

HP = (500tq)(6500rpm)/5252
HP = 618
