2 pumps

When I ran new fuel line the front pump fed directly to the filter and accumulator thed to distribution head. The second pump - rear - was inline back to the tank via return line. How then could the second pump - rear - feed fuel distributer? Seems like a scavenge pump to keep entire system in balance. As I mentioned I am just a painter so don't claim absolute knowledge. Curious to learn the factual way these pumps work in the event I am in error. Please advise. EPS
