I'm sure the rings do rotate, but when they are installed on the pistons, they should be done so with each ring gap located at a different place around the piston, so that the gaps aren't lined up with each other. I guess it's possible (anything is) that at some point, maybe all of the gaps find themselves lined up....but I think it's doubtful.
