Those tabs that are painted (1st pic) are the best for keeping the rubber piece on the bumper, just slide it on and screw the ends as designed. Just align the tabs with the curved edge perpendicular to the ground. The tar or silicon in the pic is really not necessary unless the rubber piece is damaged.
