One possible way to check this annoying problem - it has to be fuel or spark - would be to hook a strobe impulse timing light to your leads - one by one if necessary,and see if your spark is consistent - particularly in the 2-300 rpm range.
Presume it misses under no load too? You normally do this on #1 at 900 rpm - and would pick up any erratic behaviour. So, you could well pick it out at 2000 rpm too. Looking to see if you miss any pulses - irregular firing.
