My preliminary thought would be your WUR is not functioning as it should - the head pressure is going soft under boost air flow - instead of holding steady against it. To do that either the diaphragm would have to flex open slightly or there is some other way for the system to yield to the sudden rush of piston working against the head pressure.
Not sure how you would test that - can't get car on to boost with CIS system pressure hooked up - least not unless you crammed an unsuspecting accomplice into the engine bay while driving on boost. If there was some way to remotely monitor that WUR head of fuel pressure as you hit boost, my suspicion is you would see it drop with the piston surge rather than holding steady. It may slowly recover (piston in stable condition at WOT)- to deliver you the lean end of cycle. Will keep thinking.
