Be aware that the less expensive CO meters that are based on O2 sensors have poor accuracy for A/F in the range from 12:1 to 13:1. Check the following article for more information:

Since this is the mixture range that corresponds to full-load, errors in settings here can have serious effects.

The least expensive highly accurate CO method is based on IR dispersion. You can find used IR dispersive testers on Ebay for anywhere from $200 to $350. These testers usually also measure HC directly, too.
