There is a very strong chance you pinched the diaphram upon reassembly.
It is very easy to do, I know, I've done

I use a small hydraulic shop press to slowly compress the spring as I reassemble the wastegate.

It gives you a chance to make sure the diaphram fits up into place in the upper housing,
as well as making sure the "bead" is in place at the bottom...

If you had any difficulty at all it's most likely a damaged diaphram casuing your problem.

Make sure your overboost switch is plugged in and functioning, the car should not run with it unplugged...
