You need a new diaphram, you may also need some help reassembling it properly...

You may look into a Tial wastgate, they don't have a diaphram and are much easier to service, but several hundred $$

However, your most sane option is to properly repair the wastegate w/ stock spring and use a boost controller to raise boost as Goran mentioned.

Manual, bleed type boost controllers are everywhere, there should be several threads here about the various options...
