The "inner" rocker you refer to is the outside section of the longitudinal. If this is rusted out along the bottom and at the jack as well as in the front low in the wheel well, you are facing major work. You can buy the longitudial sections yes, but i don't believe in a clamshell repair unless the rust is confined to a short section and you can span the damage from good metal to good metal.
