Fuel heads are precision and fussy devices. More to them than meets the eye. The symptom you describe points to the fuel distributor.
Do you have access to the throttle plate? Get the fuel pumps running (disconnect the plug on top back of the CIS) and with ignition on, press the plate down for 1-2 seconds, (it should push back) enough to flood the engine. Start the engine with enough throttle to get the engine to start. Once started, start pumping the throttle, see if/how long you can keep the engine running at 2-3K. If it slowly dies out, your way lean. If it's pig rich, you'll see black soot exhaust.
Or, turn the air/fuel mixture screw about 2-full turns CW to make it rich. Push the throttle plate again to make rich. If it starts and runs a bit better than your present 900-1200 limit, you're still lean.
