fuel pump problems

I am having some sort of fuel problem and would like some advice. I can hear the rear pump cavitating and making a loud moaning sound which I presume means the front pump is not working. When I start the car it starts fine and will run normally for about 30 seconds and then slowly die. If I try to restart it right away, it won't start. But if I wait for about 30 seconds it will start and do the same thing. My guess is fuel starvation. Is there any easy way to see if the front pump is working? How about jumping the terminals in place of the relay? Can you feel it if is pumping? Thanks for any advice.
