So the WUR works fine in another car.
You've eliminated any gross air leaks in the intake manifold (like I had).
Have you run it with and without the O2 sensor plugged in? Not that I think a malfunctioning frequency valve input could skew things this bad.
If it's running grossly rich then the air flap is getting deflected way more than the actual air reaching the cylinders. This still says "air leak" to me, seconded by the weak boost reading. Have you totally verified the integrity of all the plumbing between the compressor exducer and the intake ports? Not just the manifold, but the throttle body, the guilty-as-sin orange o-ring, the end tanks and core of the IC, and all the plumbing from the turbo to the IC?
Just offering my reflections based on your description, and subscribing so I can add the eventual solution to my brain.
