I've seen those broken like that. Find a piece of real thin metal tubing that fits inside the broken off piece and JB weld it back on.
Air isn't flowing through that it's just vacuum.

The left vacuum solenoid that has a broken hose connection acuates the diverter valves for the air injection system.

The one on the right is inline with the vacuum retard line that goes to the distributor and it disconnects vacuum retard during the first minute after a cold start to help raise the idle speed around 3-400 rpm.
When the solenoid is opened by the K-jetronic box under the driver seat, vacumm retard becomes operational, timing is retarded and engine rpms come down to normal all at once.
The aux air valve that bypasses the throttle body is also open during a cold start to help raise idle speed.
