I think he has one needle that lags behind the other one. Likely it is reading boost, both before and after the throttle plate. The lagging one being after the throttle plate or in the intake manifold and the other before the throttle like in the intercooler somewhere.
You can see them reach the same value at wide open throttle which makes sense.
My engineering guess.
