Rowan, it takes heat and fuel to light 'em up. If your engine runs cool or your muffler runs cool, or your AFR's are only mildly rich, or your throttle bipass valve is working properly (most don't or are removed) you won't have enough heat and/or fuel to put on a show. A strong ignition would have a more complete burn as well.
