Rims

I thought I would clean up my rims today. Started with 2000 wet sanding and then polised that area which was already blemmished. What I now have is a very shiny blemmished area and the rest of the rim looks terrible. It appears there is some sort of coating over the aluminum? I don't know if this is factory or done later. I think I know the answer which is good luck and sand the rest of the rim out and finish? Anyone else run into this? Is there a better way? I have included some pics of what I have.
