By design, i beleive, the pedal is tensioned where it will go to the floor when the clutch cable is disconnected.

I had a similar issue after removal the engine and trans, and then reinstalled them.
When putting everything back together and properly adjusting the clutch cable, the pedal was still on the floor. I lifted it up, and let it go and it would snap to the floor.
The first thing you have to do is replace the arm and helper spring. Once those are back on (in the right position), prop up the pedal, reattch the cable and adjust. Once everything is back on, the pedal will stay up.
