If the car is a '76 911Turbo and there is no rust now, buy the car, you'll be fine. If it's got steel flares welded on and you don't now who did the welding, you can't be sure if the metal was treated properly before and after welding to insure that it won't rust.
Good body shops know how to treat bare metal so that the potential for rust is minimized.
Even a galvanized car which has bee stripped to bare metal and not properly treated will rust. The zinc coating was 40 microns on the heaviest rust areas and 20 microns on less rust-prone spots so it's possible to go right through that when stripping a car for repaint.
IMHO, if you like the car and have inspected it carefully for rust with good results, buy it and keep it protected.
