I've seen that configuration before. It does look odd but is a support arm. The stock waste gate is very heavy putting a lot of stress on the point of origin at the Y. The waste gate circuit looks like what I have on my system, just on the back side insted of the front. This allows both banks to branch off at a good angle going to the waste gate which gives a good path for dumping exhaust at higher rpms. The typical elephant nose single waste gate pipe is at a poor angle which contributes to boost creep.
